Blizzard downloader stuck at 95

Now I have to start all over but nothing helped. Showing 1 - 12 of 12 comments. What's your download speed set at in the Steam settings? I cant' get to my settings where's the settings button now? Yep same thing - DC area verizon fios. I have to use a VPN to get the downloads to work at all. Checked the log files in the steam folder and it apparently cannot contact the content server.
